![]() BPAA proposal to mitigate potential draconian effects from implementation of Differentiated Accountability!" BPAA Members, Attached for your information and review is the BPAA recommendation to Mr. Notter which has been generated by a voluntary BPAA work group of the Executive Board over the last several months. The work group was comprised of both Principals (all levels) and Assistant Principals from all levels. This document was developed in response to a direct request from Mr. Notter. Earlier in the year, Mr. Notter referenced the July13, 2009 Memorandum from Chancellor Francis Haithcock for the FDOE (see attachment 1) entitledAdministrative Changes in Low-Performing Schools, and asked BPAA to develop for his attention an alternative process to the one outlined in the Chancellor's memorandum. Mr. Notter stated that he would like to use the BPAA alternative proposal to initiate discussion and support from the superintendents of large school districts in Florida for the purpose of opening discussion with the Chancellor regarding adopting a more appropriate and effective process to the one outlined in her memorandum. In the second attachment, you will find the BPAA recommendation for an alternative process. The first page of the document summarizes the Chancellor's memorandum and further shows the impact of content of her memorandum when applied to the 05/06 through 08/09 school by school data of the Broward County Schools. On the second page of the document you will find the BPAA Proposed Method (BPAA's Alternative Process) for implementing the required principal rotations discussed in the Chancellor's memorandum. The proposed recommendation is the result of several months and as many as half a dozen revisions by a total of 20 principals, assistant principals and district research department staff.
